中俄石油贸易合作现状分析

【专家解说】：    前言：我国对石油资源的需求随着经济的增长迅速扩大,2003年石油表现消费量达到2.52亿吨,成为仅次于美国的全球第二大石油消费国。石油安全成为我国保障经济快速发展的一个重要的战略问题。俄罗斯因石油资源丰富,石油开采的出口潜力巨大,而且与我国地缘相邻,因此与其开展石油贸易合作对我国石油安全战略有重要意义。虽然我国进口石油的80%以上来自中东、北非等地区,但世界石油格局现状及其变动趋势决定了俄罗斯石油在我国海外石油来源中具有重要地位。与俄罗斯开展石油贸易合作有重要意义,如有利于降低我国进口石油成本,有助于我国走出“马六甲困局”,保障我国石油安全,促进我国经济的稳定增长等。 我国与俄罗斯的石油贸易合作才刚刚起步,水平还比较低,进一步扩大中俄石油贸易合作困难重重,但我国在与俄罗斯开展石油贸易时,具有政治关系亲厚、地缘相邻的优势。因此,我国应把与俄罗斯开展石油贸易合作放在所有对外石油贸易合作的优先地位,采取一切措施加强与俄石油贸易合作。     Ensuring the security of oil is an important factor for China to further its sustainable development.
