根据《山西省人民政府关于印发涉煤收费清理规范工作方案的通知》和《山西省财政厅关于调整煤炭可持续发展基金煤种征收标准的通知》要求,从2014年1月1日起，煤炭可持续发展基金煤种征收标准吨煤下调3元，多征基金以退库形式退还企业。日前省财政厅下发文件，通知煤炭生产企业和代扣代缴基金企业，依照规定程序到缴纳基金同级财政部门和人民银行办理基金退还，并要求各级财政部门及人民银行尽快按照程序将多征基金退还给企业。
《山西省人民政府关于印发涉煤收费清理规范工作方案的通知》发布指出，就有相关专业人士测算，此次基金煤种标准下调3元将减轻企业负担近30亿元，这无疑切实地减轻了煤炭企业的负担，更进一步地促进了山西省煤炭经济的健康平稳运行。
