在莫斯科与伊朗石油部长比詹·赞甘内（Bijan Zanganeh）签订一份为期五年的谅解备忘录后，Alexander Novak表示：“根据伊朗的提议，我们将参与其包括对俄罗斯市场在内的原油销售。”
Novak和备忘录本身都没有透露这一行为的时间安排和可能涉及数量方面的细节。Novak表示，受制裁影响的俄伊两国间进行的交易并不违背国际义务。
